IMHO 7 Wonders is weakest with 2-3. 2 since you need extra rules to have a dummy 3rd player. 3 Since you have a lot of information and a small card pool, so the game will get stale relatively quickly. I would also say that the larger numbers lose some interesting decisions since you don't get the same pack twice.
